1. Background

The Extractive Industries Transparency Initiative (EITI) is a global Standard to promote an open and accountable management of natural resources. It seeks to strengthen government and company systems, inform public debates and enhance trust. In each implementing country it is supported by a coalition of governments, companies and civil society organizations working together.

Myanmar initiated its EITI engagement in 2012 and successfully published its first EITI report in January 2016. Following the transition of Government March 2016, the MSG was reorganized in March 2017, and published both the 2nd and 3rd MEITI reports, covering financial years 2014-2015 and 2015-2016 in March 2018. Myanmar will commence its first EITI Validation Process in July 2018. In February 2017, the Ministry of Planning and Finance signed a Grant Agreement with the World Bank for 3.5 Million US Dollars, to support the implementation of the MEITI Work Plan through the end of 2019.

One of the key requirements of the EITI Standard is to maintain a publicly available Mineral Cadastral System. The MEITI reports have all referred to weaknesses in Myanmar’s current Mineral and Gemstone Cadastral System.  In August 2017, the MSG approved recruitment of a Consultant for the Design Phase of the Myanmar, Mineral and Gemstone Cadastre. This consultant has completed two missions to Myanmar under the contract and based on recommendations from the subsequent reports, the Ministry of Natural Resources and Environmental Conservation (MONREC), and the MEITI Multi-Stakeholder Group have agreed to establish a Pre-Cadastre Working Group within MONREC, and to recruit a consultant to support this Pre-Cadastre Working Group.

1. Objective

The objective of this consultancy is to provide training to, and assist the local Myanmar pre-cadastre team in the compilation and electronic storage of the required information to build the new computerized cadastre system, as well as to create the new unified cadastral archive.

1. Scope of Work

The Consultant will provide the following services;

• Provision of training to the pre-cadastre team on GIS, digital data management including financial and geological data as well as other technical and administrative datasets and cadastral systems based on case examples from other existing cadaster systems.
• Provision of support to the pre-cadastre team to develop an accurate and codified database of all the existing mineral licenses and pending applications.

It is anticipated that the contract will require a total of approximately 60 days non-consecutive on site in Nay Pyi Taw, over a duration of 6 approximately months.

1. Consultant Qualifications

Consultants should have the following qualifications and experience;

• A minimum of 5 years of experience in design and configuration of computerized applications which combine data bank management and geographical information system (GIS) applications.
• Proven experience of working with a modern mineral cadastre license management system.
• Experience in legal and regulatory analysis pertaining to mineral sector management and license processing.
• Expertise in integration of alphanumeric and graphic data.
• Experience supervising and training government staff responsible for mineral license administration.
• Knowledge of Myanmar language and/or the mining industry in Myanmar would be an asset.
• Strong English language skills will be a requirement.
